Barber meets county officials

“Barber told us that the goal of the task force is to investigate whether bingo, be it paper or electronic, is illegal in the state,” Harp said.

He said Barber argued that bingo in its entirety may violate Section 65 of Alabama’s Constitution, which states, “The Legislature shall have no power to authorize lotteries or gift enterprises for any purposes, and shall pass laws to prohibit the sale in this state of lottery or gift enterprise tickets, or tickets in any scheme in the nature of a lottery.”

“Barber said that the game of bingo for charity may be a way around (Section) 65 that says gambling is illegal,” Harp said.

“He said that bingo may just be another word for lottery.”
